now you ask how? when you turn intel's program on you have an option that make the program open a basic webserver - with one page and when you enter the page(type the user's ip on the browser HTTP://IP-HERE ) you see what the webCam sees.. ok now if they turn this option on even once and even if they closed the program you just need to download a program from intel's site that connects to other computer that have there program install.. if the user's program is on it will ask his promission but if its off and he did wha ti wrote few lines up you wont need his promission and you'll be able to see everything that his webcam sees....
* and bytheway there is a hacked version of intel's program... - the "hacked version" is not built by intel - somone built it and he program it to look exactly as intel's program and do the same but with one little change(form this change she got the "hacked version" name ) you dont need someones promission even if his program on or of to view his webcam!!!! but!! if he is talking to someone he will see that someone is trying to contact him... else he wont see shit and you'll see everything his webcam sees. *
ohh i have one last thing to tell you - if you control someones cam and he have one of the advanced versions of intel cams(not in all of them - only in few of them) the red light on the webCam will turn on( remember they have it only in few versions of the advanced webcams - i dont know if they still sell it! but if they do remember that the webCam will turn the redLight on and the person will know you are watching him! )

tho i havent tried this and nor would i.
but here ya go.
method one:
get a prog called ipcscan.exe google 4 it. load it up put ya ip range in there and
wait till ya get a result. then load up dameware www.dameware.com and
punch in the ip username/password that ipscan gave ya.
then simple check to see if the user has a webcam.
this way is stupid a would take you years to find someone with a webcam
but it would work.
method two:
now im assuming u have a spercific target and that you know there ip address
do exactly the same thing as above but instead of entering a ip range into
ipcscan.exe enter there ip.
these are the only simple ways i can think of.
hope ive been some help
peace
