1. Tracert to it...Where does it end up??
2. If your pinging it..your ISP's routers have routes to that address. Perhaps they are using that address space internally.

its your isp's network. You need to go thru them to get to the outside world. This is also commonly seen on cable modems also. If your all on the inside, your assigned a private address on the isp's network.
