Can anyone explain the comment:

Remove All Unnecessary File Shares
Remove all unnecessary file shares on the system to prevent possible information disclosure and to prevent malicious users from using the shares as an entry to the local system."
That hints that not only can users access data on the shares, but they could use the shares as a foothold to get onto the admin area of the server too. Any idea how?
