Sending Custom Packages Over The Network With C#

I wonder, how can I send Custom Selfbuild Packages over the network.
So, I can ARP-Poison and/or just send my own Packages ;)

I want to make a program for my PDA. And normaly I code C++.
I have C# at school and thus I know how it works. But well, I have no idea how to send a Package ;)
So, Sending Custom Packages, Using C# for Windows CE.

Any ideas? or Advice?

You can use WinPcap to sniff or send packets (but not to block packets).
There are .NET wrappers for this: WinPcapNET and SharpPcap. I recommend SharpPcap.

Note that in SharpPcap, I did not found any creators for packets, so you create a packet from scratch (MACs, IPs, everything) or you send something through a .NET class (Ping class can be) and capture a packet through SharpPcap; then you change only some fields, and reply the whole packet.
