I've tried using hundreds of proxies, but most of them won't connect at all or when they do they are instantly banned. Aren't there any proxies left that will still work?? If so, where? I've also been reading about BNCs, shells, and vhosts. Which one of these would allow me to connect with a different IP? And where can I get them?

try Sockscap, i use it for alot of programs.

about that ssl thingie that is to encrypt traffic so that if listened on it's of no use, NOT to hide your ip.

Many IRC servers do permit proxy connections. It all depends on which irc network you're trying to get on. Some even provide special addresses for hidden services accessible through the Tor network.

If you really want good and reliable privacy I recommend Secure-Tunnel.com Sure its 10$ a month but its fast, always up, and they provide just an overall excellent service. I just got sick of messing around with pub Elite socks proxies...

Those are all fancy approaches that work and have a minimal cost overhead.
However if you don't mind spending 5 to 10 bucks a month, get yourself a shell account somewhere.
Pay for it for a year (getting harder to find shell companies that let you pay for that in advance) in advance with a paypal/money order/etc.
Install a bouncer {psybnc, etc.}.
Config to allow yer access (remember to choose a strong password), set up a port for you to access.
Fire up mIRC on your workstation, point to yer newly created bouncer, and have fun.

Or do what Glyph said, but use a free shell account. Here is a list of a bunch. hxxp://www.red-pill.eu/freeunix.shtml They don't let you install anything, but many already have either an irc program or a bouncer installed already.

ProxyFirewall is another great program, similar to Sockscap, just a different interface and acts as a firewall. Great for use with any SOCKS5 proxy
