How can I make a new share in local Windows 2003.
Full permissions to anyone;
No password required;
So anyone can access my share who knows my IP ?
How can I do;
I opened a new share I give full permissions to anyone, but when a person try to see my folder he still needs to login.

your win2003 is a domain controler ?
If yes, it s normal that you ask an authentification
it s a security to check if the account have the great rights to access at this folder.
As if you share with full rights, if the computer who want access at this folder is not in the domain you cannot access at this folder without a valid user on the domain
I think it s why you cannot access

When a guy try to connect my computer just like

I don't want to show password login screnn and user must be logged with full read/write permissions.

your users and passwords need to exist on both pc's when there is no domain controller > since a domain cotroller holds the list of pw/logins
so make sure the user logged in (the one that needs to access the shares) exists on both pc's with identical password, then make sure that user has permissions in the share and in ntfs (if ntfs is used), then logoff and logon again, it should work ok then..

I fix the problem;
But still remote user needs to enter blank password;
I Set Guest User Enabled;
I set give req. permissions to Folder (Guest User);
I set give req. permissions to Share (Guest User);
And it's ok

I don't understand why this is so important? Why can't people just press enter at the login screen? I don't see why you wan't to use so much time to remove it

I'm wokring on an online web system and it will be export and write files to my shared folder. And this web application don't know how to login my computer.
That's the reason
don't use the crappy netbios layer, use ftp server 
yes, ofcourse use ftp then, ore atleast a from that the other webaplication can use. simply putting read/write perms on a netbiosshare... You'll find some funny files there sooner ore later 
Its not the smartest thing to do.. enabling file shares with full access go with an ftp server or other alternative.. And have you right clicked my computer.. properties.. checked your network id settings and if u are a workgroup or domain.. etc etc...

Click on start->All Programs-> Administrative Tools
Click on Local Security Policies
Then goto;
->Local Policies
->Security Policies
enable this one
-> Network Access:Let Everyone Permissions apply to Anonymous users
