Perhaps , We could set up a point system where new Users will have access to Certain Forums , Monitor them and Award them Points just for being Logged on at any given time ... Once total of Logged on events has Reached a Limit , ie;20 then open up more Forums for them to view....Then if the Number of Logged on Events is => 20 & the Number of Posts =>20 then They Will Have Access to the Full Site , But Not the Downloads... Then Finally After 100 Logons & 50 Posts , They Will Have Access to Everything.....

--Edited--but I would like to Add that Only based on the Facts from 2 or More Forum Moderators and the Strict Revision of Comsec/G-Secure can Any Member be Banned from Gov.Sec...[This will avoid Certain Mod's from Getting 'Trigger Happy' and Booting ppl out for no other reason at all apart from the Fact that they have a Grudge Against the User...Hence Discrimination...

*Also allow users to Modify there thread Topics as this may change over time or they may have a more appealing name then --**Look @ This**-- {For Example}... as well as Giving each user the Privledge of Deleting any Post thet He/She has made in any forum...for Erronious Prefrences.and to keep things nice and Tidy
