u mean command line tftpd? yep there is, i'll look in my archive for it.

29A Issue #6 contained a simple tftp server coded by Z0MBIE.
Source-code in C is included. Not hard to add some additional functionality (like implementing PUT support ..)
Compiled and UPXed, the binary only needs 6 KB.
