is there any way or tools let me do that

If I get you right, you have dymanic IP. And you need a non-dynamic IP to use some programs? If so, try sign up for DNS services, like no-ip.com or something.

sorry for that i don't make my question clear
i want to make vpn (virtual private network) connection and
you all know that type of connection need real ip
but my isp don't provid that
so how can i do that connection
