Can someone explain this. I understand what the bits are used for. But what the is Precedence in reference to? Does it mean something like My packet has a Bit 4 and will be put ahead of someone elses? Or it is a speed thing?

The first three bits (precedence bits) indicate the importance of the packet. (http://qos.ittc.ku.edu/ipqos/ip_qos.htm)
A priority bit is provided to allow TCP to mark certain packets as higher priority. Packets with higher priority will get forwarded first. In addition, a provision is made to allow compression and encryption of headers.
