I Heard u can change it some how.. i mean make the 'net' on the 'net start' to somthing else.. like '123 start' bye editing\changing the net.exe file on %windir%/system32

Just rename the net.exe executable to 123.exe
This way you can then do '123 start'
i think its unposibale, if i change the name the windows remake the file with the name net.exe :\

well you didn't specify that you didn't want the original to stay there. To combat this you would need to sort out windows file protection also.
But any admin worth his salt would now how to remove/stop/start a service without using net.exe
Windows will severly not like having the net.exe as well
have you considered permissions, if you are worried about a user running such a file just change the permissions so the user cannot execute it etc
