IMHO, I dont think IPCScan has the ability to scan through a proxy/sock. Fortunately, X-Scan does that. But many people complaint it's slow. So it's actually up to user preferences.
so how would i scan through a proxy with x-scan?

here is the URL for the program :
h**p://www.xfocus.org/programs/200209/X-Scan-v2.3-en.zip
the file contains GUI and CMD files and readme.txt how to use..
Note : dont use it remotely cause it "Hacktool" by the Antivirus.. , use a modded one
i mean do i just put a working proxy in these settings
and press start?
cant see how that is gonna make the scanner want to scan through a proxy

yeah.. the program is defined to use the proxy if placed correct , non useable proxy will make the program to output no results..

someone correct me if im wrong...but your isp is blocking incoming traffic to port 139, but outgoing traffic wont be using port 139...
i.e. your pc will choose random local port to connect through, which will then connect the remote pc's port 139. you isp shouldnt be able to block this.
