I'm looking for a light FTP server commandline or GUI tool for windows.

Another free one that i used for testing was TitanFTP. Its very easy to use.

Can you please explain the commandline features of raidenftpd to me?

Coz that's the first time I ever use RaidenFTPd ^^

I'd go for ioFTPD. It's completely commandline, very fast and highly configurable.
