mAck Welcome to the board.
First things first can we keep the postings clean e.g no implied swearing etc
You will have to tell us what O/S it is first. Doubt it's 98 but there is a article re getting around restrictions for 98 in the article section.

Welcome, mAck.
What CAN you get to on this box? That will provide some other clues on how to get around it.
As others have noted elsewhere on this site, if you can access Windows Help, you can generally search for what you want (such as Windows Explorer or Internet Explorer or command line) and help provides a shortcut to the item that bypasses some of the local security.
Also, you can sometimes type c:\ in a browser to get to the hard drive and then find and fire off cmd.exe or command.com that way.
One of my personal favorites on NT/2000/XP is to press CTL-ALT-DEL, click Task Manager button, click File, New Task (Run). Most admins don't lock this function down. It helps if you know the exact executable, but you can click the Browse button if you don't.
Let us know who you do and what works.

Based off of your current description I would try the following. Bring a copy of cmd.exe with you on a floppy the admin may have just deleted it.
Have you tried executing it from IE doing c:\winnt\system32\CMD.EXE?

you can't access anything apart from help, a shared drive (containing teachers notes etc), internet explorer, and a folder for your documents. i've tried bringing in cmd.exe on floppy but it still brings up the same message
the command prompt has been disabled by your administrator
press any key to continue......
you can't run batch files or exe files after renaming a notepad doc. the task manager has also been disabled, securities quite high!
cheerz for your help and concern so far though

Well this is almost a lost cause if security is really so tight.
If you have access to microsoft office or help, search for the word "dos" (you know cmd prompt).
The wizard will give you a link to open a dos window.
Note: this help system flaw has been patched but it's worth a try.

Heres a tip go to help and then search for command prompt... click the launch command prompt it'll work sometimes or not depending on the restrictions set by the admin.
