can someone help me i'm trying to find out a way to either close port 4444 on a remote shell or secure it so it can't be exploited by ms-03049 exploit, i know patching it will do it but i want to do it from either cmd or the ftp any ideas?

Why not run netcat as a pointless daemon on top of the server?
This way, netcat will accept the connection before it gets to the MS service...
Pointless? Yes. Stupid? Yes. Inefficient? Yes. But do we still love netcat? YES!
