I'd say that this offers little incentive. It's certainly not going to scare individuals that write the code. Only those that actually use it. MS should spend 5 million to buy 50 security programmers at 100 grand a year to do nothing but infiltrate the blackhat community and rat out individuals.

If you ask me, this is a PR move. It makes them look good, nothing more. Legally, they are going to have some problems actually running a case against someone that just writes code. As horrible as these exploits may seem, unpopular speech is still protected speech.
