basically trying to use the echo commands but i cant get it to work

echo open IP port >> C:\ftp.txt
says access deined
but when i do echo test it prints it out under neath
what will the command be to get it to work from C:\winnt\inetpub\scripts?
reason i am trying echo is i cannot host a tftp server on port 69
anyone help
