You have to do a WHOIS on an ip to get more info..
There are certain programs to do that, but you can also do it online:

But at the end u always end up with the ISP - Or network admin. U never get the tel.number of the IP.

Nono, don't want only a whois, i want somethink precise, if a type an ip, i can get the phone number of the guy, his precise address etc etc, not only the country or global info about the range.

The information you requested is only available for ISPs and they normally don't give it free except government or police for security purposes. Also, there's not a program or a website that gives you the phone number of a given IP directly.
But it's possible to get some information such as country and ISP information, also a WHOIS query. Many sites are mentioned here, but here is another one from me:
