are you using windows xp?

if so, go to:
Start, Administrative Tools, Computer Management, Disk Management, right click to the partition you want to change and select "Change drive letter and Paths"

but on command line I have no idea :|

windows 2000 but i know how to do that in windows i want to do that in cmd
