you could always use telnet or what twistedps mentioned
for telnet just enable the service and login with username and pass (maybe create your own)

why do you want a ssh server?
Just use Radmin, then u got file transfer, remote control & telnet aswell
much easier

what sort of access do you have to it?
do you have an account that allows you to run commands over the network?
can you copy files to that computer over network?
what version of windows?
maybe copy the server files, and put or shortcut in the startup folder or use the reg command to remotely add it to the registry to startup

I have a sshd windows kit that installs in the background but its old so there are some security risks. If you want it pm me w/ your email address or upload info.

The best ssh client is plink.exe also known as putty via command line.
